Global content providers (CPs) including Netflix will have a network stability obligation. The term which had been used to mean maintaining network quality has been changed to maintaining network stability but can refer to the same obligation.

On May 7, the Science and Technology Information and Communication Committee of the National Assembly decided to partially amend the Telecommunications Service Act, which imposed the obligation to maintain network stability on global CPs and CPs designation of their agents in Korea.

As the legislation passed the committee, it has become possible to prevent acts such as the deterioration of the network that have been used by global CPs when they felt that they became disadvantageous in network use fee negotiations.

In particular, in a lawsuit against the Korea Communications Commission triggered by Facebook's random change in access routes, a legislative loophole led to a loss of the Korea Communications Commission. But the new legislation will take care of the problem. The designation of an agent for the protection of domestic users required the submission of various data by global CPs when the government demands them from global CPs.

Meanwhile, the legislation passed on this day will be enacted after passing the Legislation and Judiciary Committee and a plenary session at the National Assembly.
