The Ministry of Employment and Labor announced on March 2 that the Trade Union and Labor Relations Adjustment Act would be revised in the interest of accounting transparency.

The ministry is planning to make it mandatory to conduct an audit at the request of at least one-third of union members. In addition, the duty of disclosure is likely to be introduced in the case of unions of a certain size or more.

“Criminal punishment will be applied against hindering other workers’ fair union activities, forcing an illegal collective agreement, forcing a bribe, and hindering the procedures including becoming a member or a non-member of a union,” it said.

It also said that labor rights violation by unions as well as employers would be prohibited, such as a major union hindering a minor union’s activities and a higher group hindering a lower group’s separation.
