Science Ministry Submits Plan to Presidential Transition Committee

The Presidential Transition Committee is considering establishing a nano semiconductor research institute (NSRI).

The Ministry of Science and ICT submitted its plan on nano semiconductor research institute (NSRI) establishment to the Presidential Transition Committee on April 20.

The goals of the NSRI include a 12-inch fab where advanced semiconductor technologies can be developed and tested with advanced equipment for EUV lithography and so on. Domestic fabless companies and material, component and equipment suppliers are expected to utilize the fab. According to the ministry, the NSRI will have its own research personnel and they will work with those from colleges, other research institutes and enterprises so that national semiconductor R&D can be made more efficient.

According to the committee, the national research institute in the semiconductor industry is indispensable because competition in the global semiconductor sector is already one between states rather than enterprises.


The United States, European countries and Taiwan are already running national research institutes in the industry. The United States is planning to build another one called National Semiconductor Technology Center by investing US$10.5 billion. The Taiwan Semiconductor Research Institute was established in 2019 and is working with TSMC, the largest foundry in the world. In addition, TSMC is working with the University of Tokyo in system design.
