A brain scientist and a start-up nurturing entrepreneur have been tapped as master planner (MP) of the smart city demonstration projects in Sejong and Busan, respectively.

The National Smart City Demonstration Complexes such as the Sejong 5-1 Life Zone and Busan Eco Delta City pursued by the government will be created by creative and innovative people such as brain engineers and start-up nurturing entrepreneurs.

The 4th Industrial Revolution Committee directly under the Presidential Office said on March 23 that they recommended Chung Jae-seung, a professor of biotechnology and brain engineering at the KAIST, as master planner (MP) of the project in Sejong city and Cheon Jae-won, president of XNtree in the UK, as MP of the project in Busan. The MPs will play the role of a general manager in charge of building smart cities until their openings while leading the overall project including the establishment of the visions and goals of the national pilot city.

Unlike past new city development projects where urban planning specialists played the role of MPs and acted as advisors to project developers, specialists in science and technology and from private companies will take the lead in implementing the project as MPs.

Professor Chung is a brain engineer based on a humanistic understanding and his ability and influence earned him an honor of being selected as a next-generation leader at the Davos Forum.

Professor Chung, a specialist in the Fourth Industrial Revolution and has pursued convergence between brain science and other sectors such as architecture, and artificial intelligence (AI). Since last year, the brain science professor has been also working as MP of a smart city project with a focus on health care technology in Weifang City being implemented by the Chinese government as one of 500 smart city projects. They are being built as a platform based on neural architecture and wearable technology to enable the elderly suffering from brain and cardiovascular diseases to live comfortably.
