The Ministry of Science, ICT & Future Planning released its national long-term plan on December 15 to prepare for the era of the fourth industrial revolution and intelligent information technology. The latter can be defined as machines acquiring data on their own by means of artificial intelligence and information and communications technology infrastructure for the Internet of Things, cloud computing, big data, mobile technology and the like to resemble human beings in terms of cognitive, learning and reasoning abilities.

According to the ministry, combination between mobile technology and AI is expected to be utilized in various fields, including intelligent robotics, genome analysis, connected home, 3D printing, wearable technology, self-driving car, blockchain, smart city and smart factory.

The ministry explained that the economic effects that can be anticipated from the industrialization of intelligent information technology in the sectors including medical and manufacturing would reach up to 460 trillion won in 2030 and AI machines are likely to take the place of human beings for 49.7% of their working hours by that time.

The ministry’s plan also includes measures for dealing with side effects such as cyber threats and human alienation along with those for human resources development based on software education and for the organization of a forum by the executive, legislative and judicial branches. In addition, the ministry is planning to provide special education for gifted children in the fields of computer science, brain science, data analysis, software research and the like while granting the legal status of electronic person to AI systems capable of autonomous decision-making and analysis in certain fields.
