The Ministry of Science, ICT & Future Planning announced on Dec. 1 that Korea topped this year’s ICT Development Index of International Telecommunication Union (ITU). The index covering 167 countries around the world was released on Nov. 30 in Hiroshima, Japan.

This year, Hong Kong took the ninth place and Japan and Singapore ranked 11th and 19th, respectively. Korea had risen to the top spot in 2010 and kept the position until 2013. Denmark took its place last year.

The ICT Development Index is roughly divided into three parts, ICT access, use and skill. ICT access is the overall ICT penetration rates of countries calculated based on the ratio of population that subscribe to wired and wireless phone services. Use indicates broadband Internet penetration and skill includes the ratio of those in secondary education and the like. This year, Korea ranked second in ICT skills, fourth in ICT use and ninth in ICT access.
